Mr. Dharar Abdul Razzak Razzooqi

Mr. Dharar Abdul Razzak Razzooqi was born in Kuwait City on August 21, 1951.
Mr. Razzooqi received a B.A. in Political Science from the American University
of Beirut in February 1975.
Mr. Dharar Razzooqi joined Kuwait’s Foreign Ministry in 1975. His first post was
at the Embassy of the State of Kuwait in Brazil, where he served as Attaché and
Third Secretary from 1975-1977.
Mr. Razzooqi served as Kuwaiti delegate to the Permanent Mission of the State of
Kuwait to the United Nations in New York from 1977-1988. During this time he
served as Kuwaiti delegate to the Third Committee. He became Vice-Chairman of
the Committee in 1982.
Mr. Dharar Razzooqi participated in all ministerial meetings and all summit
meetings of the Non-Aligned countries from 1978 till 1992.
Mr. Razzooqi participated in the International Conference on Women in 1980 in
Copenhagen and in 1985 in Nairobi.
Mr. Dharar Razzooqi participated in the United Nations General Assembly meetings
on apartheid at the Headquarters of the UN in New York.
In 1988, Mr. Razzooqi was appointed Acting Director of the International
Organizations in the Ministry of Foreign Affairs of the State of Kuwait.
Since the August 2, 1990 invasion of Kuwait, Mr. Dharar Razzooqi participated in
all Arab Ministerial meetings and Arab Summit meetings in Cairo in August 1990.

Mr. Razzooqi has also served as member of the Kuwaiti delegation which delivers
messages from His Highness the Emir to the leaders of numerous African countries
during the month of September 1990.
Mr. Dharar Razzooqi has served at the Permanent Mission of the State of Kuwait
to the United Nations in New York as a member of Kuwait’s delegation to the UN
from September 1990 till May 1991.
Mr. Razzooqi attended the 10th Summit of the Non-Aligned Movement held in
Jakarta in September 1992.
Mr. Dharar Razzooqi attended the Organization of Islamic Conference meeting held
at Karachi in April 1993.
Mr. Razzooqi presented his credentials on 5 June 1991 as Ambassador of the State
of Kuwait to India and was concurrently accredited as Non-Resident Ambassador to
Maldives, Bhutan and Nepal.
Mr. Dharar Razzooqi was accredited as Non-Resident Ambassador of the State of
Kuwait to Sri Lanka from March 1992 till February 1995.
Mr. Razzooqi presented his credentials on 17 April 1996 to Mr. Vladimir
Petrovsky, Director-General of the United Nations Office in Geneva, as
Ambassador, Permanent Representative of the State of Kuwait to the United
Nations Office and other International Organizations in Geneva.
Mr. Razzooqi presented his credentials on 21 June 1996 to Mr. Guy-Olivier
Second, President of the State Council of Geneva, as Consul General of the State
of Kuwait to Switzerland.
